dr hab. Jan Olszewski prof. UR.

Dr hab.  Jan Olszewski prof. UR was born on 31 October 1960 in Sanok. He obtained his Master’s degree from Silesian University (Faculty of Law and Administration) and joined the Faculty as an Assistant Lecturer. He carried on his research under the supervision of Professor Jan Grabowski.

 

At that time dr hab. Olszewski prof. UR started to focus on competition law as seen from the perspective of public law. He based his research on the doctrine and judicature in the countries which were much more experienced in the area of antimonopoly law. In this period he published more than 30 journal articles. His expertise in this respect was appreciated by the American Bar Association - Central and East European Law Initiative (ABA CEELI) and U.S. Department of Commerce which enabled him to win a fellowship at Indiana University (Bloomington) in 1993. Then, he carried on research in the Federal Trade Commission in Washington and Antitrust Division (within the structure of US Ministry for Justice).

 

The results of his research were used in his PhD thesis “The Position of Antimonopoly Bodies in the United States of America” which remains a unique monograph on American antimonopoly law. Some excerpts of it were subsequently published.

 

In 1994, dr hab.  Olszewski prof. UR joined the academic staff of the University of Maria Curie – Skłodowska University in Lublin, branch in Rzeszów. Within the Department of Civil Law, headed by Professor Sylwester Wójcik, he held lectures on administrative business law and public business law.

Dr hab. Olszewski’s teaching and research experience cover lecturing abroad and participation in a number of international conferences in Lyon (1986), Bloomington (1993), Washington (1993), Cambridge (1995), Brussels (1999 and 2003), the Hague (2000), Iwano Frankowsk (2000), Lvov (2005), Budapest (2005), Eskisehir (2005), Zaragoza (2006) and Košice (2008).

 

The result of his research is his dissertation untitled “Supervision over the Concentration of Entrepreneurs as a Form of Preventive Protection of Competition” which he defended in 2005 at the Faculty of Law and Administration (Maria Curie – Skłodowska University in Lublin). In his work, he addressed the fundamental issue of the supervision over concentrations of entrepreneurs as an instrument of legal prevention. Not only did he analyse the supervision itself but he also endeavoured to search for such factors within the concentration procedure which would increase the supervision efficiency.

 

Dr hab. Olszewski prof. UR is a member of Polish European Community Studies Association (since 1998) and International Law Association – Polish Group (since 2001). In 1993-1996, he was a member of American Bar Association and in 1994-1998, a member of the editorial committee of "Indiana Journal Of Global Legal Studies" published by School of Law Bloomington at Indiana University.

 

The expertise of dr hab. Olszewski prof. UR has been appreciated for the purpose of vocational courses and trainings held by the Court of Appeal in Rzeszów and the District Chamber of Legal Advisors in Rzeszów. He was appointed head of the newly established Department of International Cooperation in the Marshall’s Office for the Podkarpacie Province (1999 – 2000). In 2000-2002, he served as a member of the Regional Commission for Information and Education on European Integration. He also performed the function of head of Interdisciplinary European Studies. At the moment, he is the Dean for International Cooperation and Scientific Research.
